- professor emeritus (semi-retired) of Management
& Human Resources, Cal. State Poly. University, Pomona,
California. Teaching undergraduate courses in organizational
behavior.
- Key domestic clients lately have included Guidant medical
devices, and Abbott Vascular. The primary work has involved
validating an innovative approach to executive succession
planning which I recently documented in an HR STRATEGY
publication. In addition, a key focus has been on psychodynamic
issues of merger and acquisition, and strategies for merging
corporate cultures which parallel multiculuralism.
1984 - 2005:
- Professor of Management
& Human Resources, Cal. State Poly. University, Pomona,
California. Teaching graduate and undergraduate courses
in organizational behavior, management, quality, and communications.
- During 94/95 I served
as Managing Director of New International Programs, where
I developed and coordinated Global Learning Programs short-courses
for international participants.
- I've received teaching
awards including College of Business "Professor of
the Year", and have received merit awards for graduate
and undergraduate classes in management.
- I've served as Assistant
Coordinator, Graduate Programs in Management.
- Authored texts in interpersonal
competence, teambuilding, participative management, leadership
innovations, total quality management.

of consulting and institutional development, teambuilding
and quality/productivity improvement activities in public
agencies and the private sector.

1982 - 1984:
Organizational Experiences
- Hughes Aircraft Company,
Corporate Staff (El Segundo, CA), and Ground Systems Group
(Fullerton, CA). Internal consulting throughout Corporate
Staff offices of a 60,000 person firm reporting to a company-wide
Director of Corporate Operations Improvement.
- Developed national
award winning programs (D.o.D.) in quality and employee
involvement, developed and produced a variety of video-based
management training programs.
- Between 1982 and 1984
served as Manager of Manufacturing Training, and Coordinator
of Employee Involvement programs for a manufacturing division
of 4000 employees.
- Developed Quality Improvement
Program netting estimated cost savings of $2 000 000 per
year. Program efforts in circuit card manufacturing reduced
workmanship errors over 84%for 2000 employees, netting productivity
increase of 15.5%. The program was subsequently extended
to over 13,000 hourly rated employees, resulting in awards
for companywide efforts at employee involvement.
- As a results-oriented
Manager of Manufacturing Training, reorganized a staff of
19, managed instructional design, media production, electronics
assembly instruction, and evaluation units. Increased training
activity 100%+, provided strong r.o.i. on salary budget
over $1,000,000. Produced video-based training products
earning national awards.
1976 - 1981:

developed curriculum and taught highly rated MBA and undergraduate

years of organizational development experience with a firm
with over 100% improvement in productivity and quality,

International Experience:
I have had a variety of experiences
in management training and institutional development in international
settings. I long served as a part-time consultant with W.H.O.
institutional development programs involving community water
supply and sanitation. These activities included facilitating
decentralization of centralized national utilities, formulating
human resources guidelines for developing-world institutions,
proposing and implementing extensive training and management
development programs. I have authored proposals for a variety
of well reviewed U.S.A.I.D. contract activities related to private
sector development in Africa.
- 1995: Developer and
Coordinator of 30 non-credit short courses for international
participants at Cal Poly. Lead author of a variety of international
proposals from executive development programs to institutional
applications for graduate fellowships.
- 1994: Authored proposal
and designed program for USIA linkage aimed at redesign
of university degree programs in Armenia and facilitating
curriculum development oriented to the emerging private
sector economy.
- 1992: Authored proposals
and coordinated Cal Poly linkage programs with the University
of Swaziland and Swaziland College of Technology funded
by USAID. This $1.5M program involves enhancing professional
qualifications and co-development of innovative curriculae
to facilitate more effective management practices in public
and private sectors of this small Southern African country.
- 1990: Co-facilitator
(With Quince Francis, Assistant Minister of Manpower, Jamaica)
of strategic planning workshop for executive staff of WRI
(Water Resources Institute) of Tanzania, regional engineers
and representatives of the Ministry of Water, Energy, and
Minerals. This WHO sponsored activity (in collaboration
with the Swedish International Development Authority) aimed
to facilitate further development of an African training
institute which has been very successful in renovating its
curriculum using principles of systematic instructional
design over the past five years.
- 1989: Field excursion
to Ghana to negotiate 3-year contract with U.S.A.I.D. country
office for institutional strengthening of an ILO-affiliated
management training institute. This effort focused on developing
training and advisory services for micro, small and medium
private sector enterprises, program evaluation, needs assessment
research, co-development of national programs in consulting
skills, workshops & seminars for policy makers on enterprise
development, etc.
- 1989: Short term contract
for development work in environmental health, Geneva, Switzerland
- summer of 1989. This six-week project involved evaluation
review of major program efforts in water supply and sanitation
over three years in seven lesser-developed countries. In
addition, training designs and manuals were developed for
job guide development and case studies on innovative management
practices in third world settings.
- 1988: Short term consultant
in Bangladesh for S.E.A.R.O. (World Health Organization,
New Delhi) on community water supply and sanitation. Two
month project involving decentralization of ministerial
functions to local government, organizational design of
national utility, institutional development workshops. Most
successful work was in facilitating teambuilding among key
officers of national water sector efforts.
- 1987: Successfully
completed U.N.I.C.E.F. contract to develop a workshop for
accomplished human resources practitioners from developing
countries and representatives of bi-lateral and multi-lateral
agencies to provide policy recommendations to the International
Steering Committee for "Decade" efforts in water
and sanitation. Proposal development involved extensive
travel and collaborative efforts with officers of W.H.O.,
U.S.A.I.D., the World Bank, U.N.I.C.E.F., W.A.S.H., and
Pan American World Health.
- 1983: Designed and
implemented two-week staff development workshop for W.H.O.
regional officers from around the globe in Human Resources
Management for third world utilities. This Geneva workshop
was planned in conjunction with institutional development
specialists of the International Labour Organization (Management
Development Branch) and was funded as a staff development
activity of World Health Organization, Geneva.
- 1982: During a short-term
staff appointment with W.H.O. Offices of Environmental Health,
co-authored international guidelines on Human Resources
Development for third world water supply and sanitation
agencies. These widely distributed materials (published
in a variety of languages) provide cases and practical methods
for involving community resources, developing manpower planning
and human resources functions, and implementing sound management
practices.
- 1981: A one-month field
project on behalf of the Pan American World Health Organization
office in Barbados evaluated training and institutional
development activities spanning ten island countries.
- 1980: With funding
from the government of Holland I designed and implemented
institutional development activities involving ten water
utilities of the West Indies. This work involved all aspects
of program design and implementation; training of trainers,
co-authoring training materials with my ten-person local
trainer/consultant staff. Under my leadership, representatives
from each of the participating countries conducted needs
analysis, designed and implemented modularized training
and follow-up consultations. Though my involvement was intermittent,
project activities spanned several years-.and involved thousands
of man-hours of delivered training.
- 1978: Secured international
funding to implement a set of workshops for leadership teams
from 10 island countries of the Caribbean. A follow-on effort
involved a collaborative inter-island program addressing
supervisory training needs of all countries. Among "outcomes"
of the workshop were eight internationally funded development
projects aimed at supporting country-specific development
efforts.
